Brooke County has three County Commissioners who are elected for six year terms and are staggered at two year intervals so that there are not three new Commissioners at the same time. The powers granted to a County Commissioner are very broad. County Commissioners are responsible to lay and disburse the county levies, formulate and appropriate the county budget to the other elected county offices and outside agencies. The Commissioners are responsible to meet quarterly as a board of equalization to hear and redetermine countywide tax appeals. They are responsible for matters of probate of wills, appointment and qualification of their personal representatives, guardians, committees and settlement of their accounts. The Commission is responsible for the annual appointment of the county Dog Warden, Coroner, Ambulance Administrator, Courthouse Maintenance Supervisor, Office of Emergency Services Director, and Fiduciary Commissioners (persons appointed when estates are large to handle matters of administration). There are also a number of boards and authorities the Commission makes appointments to. The Commission has limited authority regarding cable franchises, juvenile curfews, animal welfare and other duties as prescribed by law.
